
President Prabowo Subianto has appointed the Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono (AHY), as the new Chairman of the Jakarta-Bandung High-Speed Railway Committee.
This appointment is formalized under Presidential Regulation Number 29 of 2026, which serves as the second amendment to Presidential Regulation Number 107 of 2015 regarding the acceleration of infrastructure and facilities for the Jakarta-Bandung high-speed rail project. According to the regulation signed on Tuesday, May 12, 2026, these structural changes were deemed necessary to improve the committee’s operational effectiveness.
AHY takes over the role previously held by Luhut Binsar Pandjaitan, who served as the Coordinating Minister for Maritime Affairs and Investment during the administration of President Joko Widodo. The updated regulation also outlines a new committee lineup integrated with the current Merah Putih Cabinet under President Prabowo Subianto, including the inclusion of the Daya Anagata Nusantara Investment Management Agency (BPI Danantara).
Under Article 3A, Coordinating Minister for Economic Affairs Airlangga Hartarto has been named Vice Chairman. The committee members now include Finance Minister Sugiono, Purbaya Yudhi Sadewa, Minister of Investment and Downstreaming Rosan Perkasa Roeslani, Minister of Agrarian Affairs and Spatial Planning Nusron Wahid, Head of the State-Owned Enterprises Regulatory Body Dony Oskaria, and Head of BPI Danantara Rosan Perkasa Roeslani.
The committee is tasked with critical responsibilities, primarily addressing challenges related to cost overruns in the Jakarta-Bandung high-speed rail project. This includes determining necessary actions to manage the joint venture’s obligations, such as adjusting ownership shares and restructuring loan requirements for the project.
Furthermore, the committee is authorized to define the scope of government support for the project. This involves planning state capital injections for the consortium of state-owned enterprises and, if required, providing government guarantees for the consortium’s obligations to ensure the project maintains sufficient capital.
The regulation confirms that these mandates take effect immediately upon their enactment.
