House Commission III Chair: Prabowo’s Sacrificial Cow Donation Is Legal

The use of the State Revenue and Expenditure Budget (APBN) to procure sacrificial animals for President Prabowo Subianto’s Presidential Assistance (Banpres) program is both legally sound and compliant with Islamic principles, according to the Chairman of House Commission III, Habiburokhman.

Habiburokhman explained that the policy is grounded in Article 3, Paragraph (1) of Law Number 17 of 2003 concerning State Finance and is further regulated under the 2026 APBN Law via the Ministry of State Secretariat. As the Deputy Chairman of the Gerindra Party, he emphasized that this initiative extends beyond religious observance, serving as a tangible demonstration of President Prabowo’s commitment to supporting the underprivileged and local cattle farmers.

“The state holds a social mandate to assist the public, particularly during significant religious and humanitarian milestones,” Habiburokhman stated in a video briefing on Thursday (May 28). Addressing concerns regarding Indonesia’s diverse religious landscape, he assured that the Prabowo Subianto administration remains equally committed to addressing the needs and interests of all religious communities in the country.

This sentiment was echoed by Asrorun Niam Sholeh, Chairman of the Fatwa Division of the Indonesian Ulema Council (MUI). He urged the public to refrain from disputing the use of state funds for the presidential sacrifice, noting that the practice is fully authorized under both constitutional law and Islamic Sharia. “As narrated by Imam Bukhari, it is considered sunnah for a leader—in the context of Indonesia, the President—to purchase sacrificial animals through the Baitul Mal, or state treasury,” he explained in an MUI press release on Wednesday (May 27).

To support this year’s tradition, President Prabowo has allocated 1,098 sacrificial cattle with a budget of Rp 100 billion. The aid is currently being distributed nationwide, with a specific focus on reaching educational institutions and Islamic boarding schools across the country.
